The constitution guarantees everyone the right to a standard of living adequate for the health and well-being of himself. It puts the responsibility on the State to take all measures to prevent any threat to public health. It also requires that the State provide medical treatment for people who need it while ensuring the rest of rights and freedoms due to their interdependence and its comprehensiveness. However, in times of health crises, governments can limit human rights through measures that are justified by the need to protect public health and national security.
